Disconnected client detection :
If a client haven't send a ping to the server since more than 30 seconds
They will then be marked disconnected with a dedicated icon.
No action are yet taken, this allows for extensive in-game test before
adding the *consequences* of the player leaving the game.

the future.

Makes so that when clicking on the attack warning message in chat, the
camera focuses on the "average position" of the attack, instead of just
the player.
The average position is calculated by taking the average position of all
attacking border cells. It makes the calculation for every AttackUpdate,
which adds some calculations every tick, but it shouldn't affect
performance that much, as it's just a sum of coordinates.
If you have a better way of getting the averagePosition information
(calculating it only when necessary instead of every tick), it would be
great.

Fixes a couple of bugs with the defended border color:
- When a defense post is destroyed it doesnt redraw defended border to
normal ones
- The distance to draw borders at unit update is not the same as
territory update
- When a defense post changes owner, only the directly touching borders

Refactor AI troop management and strategic behavior based around two key
values: a trigger ratio and a reserve ratio.
- Reserve ratio: This determines the portion of the population the AI
will keep in reserve and will not send on attacks.
- Trigger ratio: This is the threshold at which the bot will initiate an
attack.
Additionally, when an incoming attack is detected, bots will now
prioritize retaliating by switching targets to the largest incoming
attacker.

This is the first move in the effort to combine the redundant logic that
exists between BotExecution and FakeHumonExecution.
This commit:
1. Combines the alliance request handler, moving bots to use the same
logic as nations for acceptance.
2. Combines the sendAttack() functions, which may later be reworked.
3. Introduces selectEnemy() function to wrap enemy selection logic that
nations use.
4. Blocks nations from nuking bots.
5. Alters enemy selection to prefer neighboring bots if there are any.

changed the sam cooldown to be a general cooldown function and added a
missilesilo cooldown
The function either adds the current tick as the starting point of the
cooldown or sets the cooldown to null and updates the unit. That way
getcooldown function can be used to get back the tick the cooldown was
started and can be compared to the cooldown set in the config.

when an building is taken over by another player the execution for it
doesnt change its owner this makes it so when a sam is captured it tries
to intercept your own nukes and doesnt intercept the ones by the
previous player
this change makes executions of buildings automaticly switch their owner
added a unitgrid instead of a defensepostgrid for all units to be able
to see if a tile is inside the range of a unit by a custom distance
this is used for the sam launcher to draw a circle around the area it
protects
removed all parts that use the defensepostgrid and made it use the
unitgrid instead
Fixing issues #282 where players can bypass max username length by
editing their storage. I added a sanitization on the server side to
avoid all kind of cheat on the username as we can't trust clients
If the port of destination and of source have same owner it means a
player captures port of another player, we cease all trade that happens
inside same country.
Also added a check in the canTrade code to be more reliable and correct
even outside of the specific case of capturing a port.
