## Description:
Preparatory change for the upcoming “unbounded worker” work:
decouple expensive UI layer updates from game tick frequency by moving
UI ticking to wall-clock intervals. This reduces redundant UI work when
the simulation runs faster than real time (notably replays /
singleplayer at speed > 1) while keeping the UI responsive and
predictable.

- Add optional `Layer.getTickIntervalMs()` and enforce it in
`GameRenderer.tick()` using wall-clock time.
- Convert key UI layers from tick-modulus gating to fixed intervals:
- `ControlPanel`: 100ms
- `GameRightSidebar`: 250ms
- `MainRadialMenu`: 500ms
- `Leaderboard`, `NameLayer`, `ReplayPanel`, `TeamStats`: 1000ms

## Description:
This PR aligns the "Owned" percentage format in TeamStats to the same
data in Leaderboard, fixing the issue that currently happens when team
reaches 100%, and the percentage is displayed as "1.0e+2%".
Previous implementation to avoid this problem involved checking for the
"100" value, but we all know how floating point arithmetic works in
JS...

When a team owns 100% of the land, it would show "1.0e2%" because of
toPrecision(2). Fix this by keeping the same precision as for other
numbers, but just returning 100 for 100%.
It probably wasn't really noticed before since full land ownership
doesn't occur much. Chances of 100% in team stats are a bit higher since
fallout is now taken into account.

## Description:
In Teams games, the Leaderboard for individual players shows a different
Owned % than the Team stats next to it. This is because Leaderboard
correctly takes fallout/nuked territory into account (lines 99 and 113).
But Team stats doesn't.
It's only visual because the win condition for 95% of the land is also
already calculated correctly in WinCheckCondition (lines 78-80).
There is still a difference where Leaderbord uses toFixed(1) and
TeamStats does toPrecision(2). Didn't touch that because i don't know
the reason for it.

1. Most important change: Turned off errors for Class variables not
initialized in constructor. I've noticed that pretty much all Classes in

Improve type safety and runtime correctness by:
1. Enabling TypeScript's
[strictNullChecks](https://www.typescriptlang.org/tsconfig/#strictNullChecks)
compiler option.
2. Replacing all loose equality operators (`==` and `!=`) with strict
equality operators (`===` and `!==`).
3. Cleaning up of type declarations, null handling logic, and equality
expressions throughout the project.
Currently, the code allows implicit assumptions that `null` and
`undefined` are interchangeable, and relies on type-coercing equality
checks that can introduce subtle bugs. These practices make it difficult
to reason about when values may be absent and hinder the effectiveness
of static analysis.
Migrating to strict null checks and enforcing strict equality
comparisons will clarify intent, reduce bugs, and make the codebase
safer and easier to maintain.
