evanpelle b39fe625cc increase MIRV to 35M (#1487 )

## Description:

The new MIRV leaves land contiguous making targets much easier to
invade. So increase price to 35M to compensate.

and I've added it to the en.json file
- [x] I have added relevant tests to the test directory
