Scott Anderson 1b1ed9bf3f UrlEncode patterns in cosmetics.json (#1273 )

## Description:

Use base64url encoding for patterns.

## Please complete the following:

and I've added it to the en.json file
- [x] I have added relevant tests to the test directory
- [x] I confirm I have thoroughly tested these changes and take full
