## Description:
- Decode JWT with jose, and manually verify claims.
- Unfortunately, chrome isn't able to verify EdDSA signatures, so we
can't use the simpler `jwtVerify` jose function, which would verify
claims for us.
- Use the persistent_id from the JWT.
